Considering that they are measuring at the wheels rather than the crank, the fiat is probably producing close to its rated power.

The ratings from back in the day are HP from the crank. They are measuring from the wheels . If you factor drive train loss they actually aren't too far off from original numbers

I had a 1971 Datsun b110 with a 1200 cc 4 cylinder with a progressive 2 barrel carburetor that would put out 69 horsepower at 6, 000 RPM new. It had 12 inch tires and I can turn around a U-turn in half of a residential street. I paid $100 for it in the 80's. I bought 4 new tires, tuneup, changed plugs, fluids, etc. I loved it. Glad I was never in an accident. 👀🇺🇸👍

Hp figures by this time was likely in SAE, not in DIN, which brought higher than available numbers.

First, horsepower was measured differently back then because dynamometers were different. Even if you built a Time Machine and pulled one of those cars off the lot they probably would’ve made less than advertised.
Second, I have questions whether they did a proper tune. It’s crucial to at least rebuild the carburetor and adjust the timing to the bare minimum to give these old cars a fair shot. How do we know any of that took place

Dyno spec's on cars are at the flywheel. Depending on the type of transmission it could lose 20% on an automatic. A ZF 5sp on a GT40. loses 12%. That's REAL GOOD
