Bundling is never a good idea. That is the quickest way to kill the increase. If she submits separate packages they will vote of what is essential or not.

People pay taxes for civil infrastructure thru DMV, state taxes, fed. Taxes, gas taxes!!! Stop wasting money on weird crap that's not ESSENTIAL!!! And stop accumulating debt--> learn to live within the BUDGET!!
