That blue gown represents her as water, finishing the thirst of 40+ years long drought since the Philippines won in 1973. Catriona Gray then had a red lava gown representing fire to win the 4th crown. Now Pia (blue) and Catriona (red) represent the Filipino flag of red and blue.
