Social engineering and Smear campaign  is the best edict, I use it everytime possible, and always stay above 85% approval(hardest difficulty possible) 
  I never see you use these two edicts and they are the best for keeping a high approvel rating

You should start doing the Campaign soon Quill. It's pretty fun to watch (and play) since it makes you play in specific ways. And you get the actual story.
