Bosnia- Herzogovina has 2 entities within its borders : Republika Srpska (Serbian areas) & Federation of Bosnia and Herzegovina (Bosniak areas)- what you are seeing is the Serbian flag from that entity, not the flag of the Republic of Serbia which is a separate country.
