I looked at concrete turning to dust without oxygen and someone actually tested and explained it. Apparently, if the oxygen in our world suddenly disappears, concrete wouldn't turn into dust since the oxygen binding concrete is in the concrete's atoms itself. Concrete wouldn't bind if you removed the oxygen from the concrete's atom but not if
you removed the oxygen around it according to the experiment. It's a common misconception apparently.
