So the final boss of this DLC is an American soldier codenamed after a Midle-Eastern wind linked with drought and heatwaves, and he keeps going on about granting freedom even though he's working for the bad guys and he's causing untold property damage.

To be fair, Desperado worked against him since he naturally wouldn't have gone along with Armstrong's plan. That's why Mistral "let" Blade Wolf get all the way through the city to him to kill him.

The whole 'spreading democracy/freedom' meme is just a cover they use, as is their appearance of a giant PMC concerned only with profit and American expansionism. The larger part of the game leads you to believe this is their goal but when the final boss reveals his true intentions you see it's all smokescreen. Khamsin didn't understand their true ideals, leading to Mistral's contempt for him and his death. He was merely a tool that outlived its usefulness. God I love MGR... :)
