I know this man has been memed to death but this battle was a pivotal moment for Raiden.

Raiden has finally accepted Sam's truth that his actions were simply not purely for the sake of justice, but because it's the only thing he knows.
After killing Sundowner Raiden has now determined that he fights for whatever he thinks it's right, almost Senator Armstrong's vision.
Now that this new Raiden confronts Sam, there is a realization. Unlike Raiden, Sam doesn't actually have a reason to do violence
He thought he was dragging Raiden down to hell with him, but in the end, it was Raiden.
