A lot of this video is that the war in general was not a surprise, and it wasn’t. But the specific attack on Pearl Harbour was a surprise.

I wonder if in future there will be a similar look at the build up to the 9/11 attacks. From the CIA supplying weapons to the Mujahedeen in Afghanistan, to the first Gulf War, to the suicide bombings of US embassies in Kenya and Tanzania, to the Taliban taking over Afghanistan to 9/11 itself

Well the thing is, Yamamoto knew what would happen if the US was attacked. He said no to the idea and so did some others, but the military was in more power than most and wanted revenge. Japanese have strong strong beliefs in revenge even having a law stating revenge in the form of murder was legal in feudal times. The military thought an attack on Pearl Harbor would be justified as revenge on the US for the oil embargo. As well as the following of the Tanaka Plan by Japanese high officials, Hawaii was a pacific island desired by the Empire. Once the decision was decided it was followed through, although later on before death, Yamamoto had expected a much much greater outcome from the Pearl Harbor bombing. The bombing was supposed to be big enough that the US could not recover.
