I always think Minato's was designed that way as it's more pragmatic and functional in battle.Konoha was still on high alert after the third great ninja war so Minato always need to be on standby as instead of the village head, he is a war commander and from all of his jutsu, we know he value practicality and quickness, so everytime he use the flying raijin to get to a location, they know he is there instantly with his capes flaming design too. And on top of Naruto, Kakashi who was his former student actually has almost the same design for his cloak

Or kakashi who not only had the traditional hokage robe but also a special fighting gear (jonin-style but in black and grey) with "6th hokage" on his back ?

It is also pretty easier to fight with a cape like minato and naruto. Imagine the full sleeves always bothering you whenever you move your arm. And minato used his arms even more to throw shuriken and create rasengan
