Hiruzen can seal he didn't used his chakra in 9 tails battle he summoned only enma. And he is not too old that time, so he can seal but the author wants to kill Minato to create Naruto as strong by controlling the power of kurama.

The reason he only sealed half because Naruto was an infant at the time and an infant’s body can’t handle all of kurama’s power and at the time Hiruzen was a lot younger so he could have sealed kurama back then

1.Jiraya dont know Uzumaki seals (he only know toad seals)
2.Hiruzen wasn't old in this time he only didin't know seal for kyubi
3.Kushina can't seal kyubi beacuse she don't know any seal jutsu, she have the Uzumaki's chains (and thats not a seal)
4.Fugaku did not know seals so he is not good choice for sealing (yeah he can control him but he cant seal kyubi)

I think the reason minato seal half the nine tails in naruto is because he thinks naruto body isn't strong enough for me i think minato is strong enough to seal whole
