The real reason he did not seal ENTIRE kurama in himself or kushina was NOT because of limitation of strength, but because of the fact that kushina was too weak to hold him in and minato using the reaper seal was bound to die. This meant if either took whole tailed beast to afterlife, then it would simply be reborn elsewhere or be freed hence resulting in some other shinobi nation capturing it and that is what would destroy the "balance of the shinobi world". Hence naruto had to keep it sealed inside was but can only handle half at that age. Adults can take tailed beast emtirely but would eventually die if they are not strong enough/ compatible.

Actually, in my opinion, I think he was able to take the entirety of him out, because if he was able to put half inside himself and the other half in Naruto, that means he had the strength to do the same thing to himself twice? he just wanted to be still in the leaf village to keep balance
