I think both "get through" and "put through " are always followed by "to"+ obj

I think there’s a slight problem with your first one.

In your example, you describe it as “trying to connect to someone.” In that case you’d want to say “get through to” not just “get through.”

To explain, if you call the bank and an automatic machine picks up and you have to use it to handle your interaction and you’re tired of it, you’d say “I have to get through this to make a transfer, ” but if your goal is to connect to another, actual, person, then you’d say “I need to get through to someone.”

To sum: “get through” is used for when you are dealing with a situation that you don’t really want to be in (or for moving physically through an area)

“Get through to” is used to connect to another person (and this works on more levels than just on the phone. Connecting to someone emotionally or who is in a negative emotional state to try and calm him down would also be “getting through to” someone.
