How to Know When to Replace Shocks and Struts

What it there is no leakage but rides have become more bumpy?

My regular mechanic says my shocks are leaking and need to be replaced but my dealer says they don’t think they need to be replaced and there’s no sure way to know without take the shocks apart and testing their rebound. I don’t know who to trust. I’m not on warrantee anymore so it’s not like the dealer is trying to save money by not replacing them.
