Loki is more powerful. He who remains was brilliant and incredibly powerful. But Loki studied and probably learnt quite a lot of extra things, grew more powerful over time, had innate magical abilities and power (like Scarlet Witch) AND magical training (like dr. Strange). So yeah, Loki wins.
