Perhaps the confusion is in the use of the word "sometimes", when time has nothing to do with it.

The statement:
"If x is a real number then |x| is greater than 0" is true for some, but not all, values of x. (i.e. it is "sometimes" true)
The statement:
"For all real numbers x, |x| is greater than 0" is false (since the claim is made for all real numbers and we have a counter-example in 0)

"If x is a real number abs(x) is greater than 0" is sometimes true.
The statement:
"For all real numbers x, abs(x) is greater than 0" is always false.
