New Zealand had this drama a few years ago. Turned out a high level public servant had lied about having a phd to get her job, and was calling herself a doctor. A simple check of the publicly available online university database would have shown she never graduated with a phd. When asked why, she claimed she only didn't graduate due to bureaucratic reasons, but she believed she had completed all the requirements anyway. The media took this and ran with "her degree was in her head" lol.
