Big straight two handed die grinder with a ball style carbide bit works amazing. No sharpening, great access for hard to get areas and no sharpening.

If you're only getting 4 spot welds per belt you're buying some cheap assed belts. Use ceramic belts from 3M (Cubitron II) Norton (Blaze) VSM or Sunmight and you'll be able to do a complete quarter panel or more with only one of them. I recommend 60 grit.

I cut a strip next to the spot welds and roll it up like a can of spam. NO DRILLING... little hammer and dolly work and your ready to install new panel.
