Great explanation... In Maximize Convention with Target CPA how Google takes charges?

Let's say : User A clicked on my ad and landed on landing page but didn't convert so here ho Google charge me...

User B: Clicked on my ads and converted so it's obvious Google charge me...

Please explain how this bid strategy taking charges...

Hi. I have set my bid strategy as maximize clicks but Google forces me to push to conversions. However conversions doesnt work for me. Everytime I set my strategy at maximize clicks google makes it limited by bid strategy & my performance drops. If I click on it, it says your campaign records conversions hence change your bid strategy. How do i deal with it? I want to work on max clicks strategy as it works best for me.Kindly help

I love your channel but with all due respect not one word about click fraud which is on every account I've ever had. Also faking conversions to mess up your data. So all those bid strategy choices are FAKE as google allows click fraud.
