thanks blogternet, the problem was W3 cache. however, you can keep your W3 activated and just purge your cache. the problem is going get fixed immediately

Disable the cache on your website, that's his "solution". Just saved you eight minutes.

For me it was I had disallowed wp-content/plugin in robot.txt, hence wasn't allowing theme files to be loaded.
