You can also have calls go straight to voicemail by turning on “Do not disturb” mode, although if someone calls you twice within 5 minutes the phone assumes it’s an emergency and will put the call through. I have my iPhone set to automatically turn “Do not disturb” mode between 11 PM and 8 AM

I think you meant "INCOMING" calls not "OUTGOING" calls. You cant be bothered by unwanted OUTGOING calls because those are calls YOU are making. YIU are the one calling OUT to someone else.
