How to changes strings for 16 strings lyra harp

I was tuning my harp cause it was so out of tune, when I was about to tune A5 which is the thinnest string among the other 16 strings, the string just went sloppy, I am just scared that after fixing a new string & having to tune that high, the string will flip out again

How do you stop the high strings from snapping when tuning? Do you tune to a lower note and let the string “stretch” for a while?

My string broke but almost in half and now I can't take the bottom part of it of the lyre.... How can I change the string if there is still pieces of the other string on it?
