in order to have a centralized folder so everyone has access to that one folder in the network drive, I would have to install windows server, correct?

I’m looking to create a “shared folder” with a colleague of mine who works remotely (i.e. a folder easy to navigate via file explorer). I simply want a folder called “Z: [Business Name]” where we each can access/add/modify files via file explorer and have them stored locally on each of our laptops for indexing. 2 Quick Questions:
-Question #1): Since my colleague works remotely, can he still access the shared drive on the network?
-Question #2) I just purchased two licenses for one drive for business (standard), but is this best solution to accomplish my goal?
Side Note: I’d prefer not have all our company information “in the cloud, ” but I’d be open to onedrive just for backing up data (although we can probably do this locally – we both have a lot of data - or maybe via an external hard drive?)
