Proprietary software can be free of charge, and many of them are. The key feature of proprietary software is that the copyright holder still holds some degree of power/control over the users even after they obtain the software. As you have mentioned in the video, restricting the redistribution of the software is one way. However, shareware is also a type of proprietary software because they still may restrict the users from changing the code or using the software for specific purposes.
