SparkEV, because at $18K post subsidy and 0-60 MPH in 7.2 seconds, it's the quickest car under $20K, gas, diesel, or EV. And that may remain true forever since Tesla and others won't make any car as quick for such low price.

Also of significance is that some dealers are leasing it for as low as $40/mo. Yes, forty, as in cheaper than cell phone plans. It might be the lowest cost lease EV ever, or maybe any car.

EV1 should be No.1. Nissan Leaf should be in this ranking. Model S sold well because it is not way ahead of time, technically.
