I personally think that Goku physically couldn’t go back to ssj4 after Daima, so he just accepted the fact that ssj3 was his final form at that point and time. Which is why he specifically states that “right now” ssj3 is his final form since he knows from experience that he can go even further beyond

I think it's the same thing when he couldn't go ultra instinct at the end of the DBS anime. He had to be pushed to it during the TOP but later gained full access to it. This time Neva acted as the trigger for the transformation that Goku was training to unlock. And that was what he training for at the beginning of super. Yes, goku did go ssj4 on his own later, but he went ultra instinct a few times in the TOP, then couldn't reach it immediately afterwards.

Maybe Goku didn't use SS4 on Beerus because he wanted to beat him with his own strength, not borrow strength he didn't train for, which will make sense Goku telling Beerus SS3 is afar he could go on his own and so Goku to hold back and not uses SS4 on Beerus because he didn't get from his own training even if it means losing.

My theory is that it was triggered, but returning home, Goku lost the connection to SS4 and unable to get back into it. Either that or He won't mention SS4 unless there is a massive danger. Like a final hidden move to catch the enemies off guard, or maybe SS4 is much more taxing than SS3 was, and Goku just keeps it in his back pocket. My thoughts.
