No matter what atlas does for optimization, a basic barebones version of linux is much better. I would recommend a version of linux called Arch Linux. It comes without a desktop environment, so you have to install one yourself. I recommend something super lightweight such as LXDE. This will yield much better optimization than atlas, or pretty much anything else other than a custom buildroot image with something like i3WM. Also, 3200mhz ram is a slight bottleneck. if you got a cheaper AIO you could have spent more on RAM and your motherboard, which could yield negligibly higher temps, but a lot more RAM performance. Intel 13th gen supports DDR5, which gets up to 8000mhz :).
