The first product probably contains sodium percarbonate (an oxygen bleach) which can be bought undiluted from a home brewers supply shop cheaply. 100g to 1L hot water and apply. The second cleaning product contains oxalic acid an organic acid which is sold to clean rust stains and as a timber restorer/lightener, and also can be purchased concentrated pretty cheaply. Definitely use gloves and goggles or face shield when applying. That gel probably is a safer way to apply oxalic acid because it won’t splash like a normal liquid mix.

Keep in mind that deck oils don't actually oil your deck. All of the solvent/oil evaporates, leaving plastic pigments and UV protection which remain close to the surface. Plant based oils like linseed oil stains are the only product that penetrates and fills the wood pores.
