The problem with KPI's is that they restrict a view to the KPI and because the employee becomes hyper focused on the KPI that affects their review, they don't look at the long term effects. Managers remove the "slop" needed in case things don't go perfect. You can become so efficient you become ineffective. It is a delicate balance.

Qualitative Data are non-numerical in nature and not quantative (99% of the time). Looking at revenue per employee is a quantative measurement.
