China have to focus on many countries other than India for military intervention
Like Taiwan, countries in south china sea, USA, japan etc.
China cannot send it's whole army to Indian borders. Because terrain of Himalayas cause so much harm to them.
So yes we are not so short in terms of budget.
Still we need to increase our budget for naval defence.

War is all about strategy. In both world wars Germany was far more stronger than the Allied, but because of good strategy the Allied were successful to defeat Germany. And as we have lower budget than the Chinese, we will have to pursue good strategy to defeat China.
