Once again you are misleading your viewers with inaccurate information.
If it is true that the mean standard deviation is considered the Type A Evaluation of Uncertainty, it is by no means the “entire Uncertainty” of a measurement, as there are various other components to be taken into account, normally through the so called Type B Uncertainty Evaluation.
Some of these components to be considered are the Calibration Uncertainty of the instrument employed in the measurement and its Resolution, as well as the contributions that Influence Parameters may have over the measurand or over the measuring instrument.
Perhaps you should go back to Metrology School and study much better this subject.
