if you have 1080 native
upscale with DSR to 1.75 or 2.25 (2k or 4 k )
then use NIS to 77% or 85% as you want
in your game use DLSS quality and RTX ON xD

See if you are enabling v sync on fullscreen mode, it doesn't matter if there's a bottleneck or not fps will be locked at 60 and always low gpu usage
