According to the former head of Lockheed Skunk Works a quarter century ago - Ben Rich - stated that anything you can imagine on Star Trek has already been mastered, and have kept what works and discarded what doesn't. In the original Star Trek series, it was clear that the prime directive only applied to members of Star Fleet, not to private citizens and there were issues where freighter crews had unfortunately interfered with primitive cultures. Basically, something like the prime directive is a poor excuse to explain the Fermi paradox, not all members of a galactic civilization would follow such a directive and even those who did would differ in their interpretations of it.

This clip does not portray Star Trek correctly. Of all the episodes, the one that most ressembles the story in the clip is not mentioned at all. Also, the Federation was in no way a secret org that ran planets as described in the clip. Rather, it was simply an association of member-planets, each planet governing themselves as seen in many episodes.

One can say the Star Trek universe being symbolic of inner space, and the real universe symbolic of outer space.
Aliens in science fiction also often represent aspects of human nature. Space travel in science fiction often represents overcoming the confines of Earth.
