Dwarf Umbrella Plant Care in 2 Steps

Can someone help me identify this plant? It was given to me a year ago and I was just told to water it every 2 months. From other posts I've seen here, I think it might be a desert rose but it hasn't bloomed. Last winter all the leaves fell off and it's already starting to happen again. Plant ID apps say umbrella dwarf but doesn't look like it to me.

In the wintertime you just keep them inside - not so much sun needed since it’s in dormant period. In the Spring move it outside but careful of too much direct sun as it will blister the leaves. I only fertilized mine once this summer with miracle grow. They don’t mind being pot bound. Potting soil should be cactus mix for good drainage.

My umbrella plants soil is still moist after weeks

It does not need a lot of water, just the opposite! I've had mine for 20 years, in direct sun outside and now it's a tree and the only water it ever got was from rain...so noooo. Not a lot of water.
