I think that for polin to happen Eloise needs not to be around Penelope. I think that's why they made Eloise find out about lady W. So that they would not be around each other. Colin doesn't always enjoy Eloise stealing her away and vice versa. This will likely give Colin more of a chance to talk to Penelope without much interruption, in private. However seeing as how in the book Colin is the first to find out about penelope being lady W by accident when he wanted to share his investigations into Eloise potentially being lady W that forces his intimacy with Penelope, I'd like see what situation they create to get the ball rolling. Considering Penelope never had another suitor in the book it makes me wonder if Colin gets to give her the first kiss or one of the three new men added to the cast who may be the mystery suitor.

The theory is that Colin is so self-unaware that he is madly in love with her, just doesn't know it. Men. 🙄

The way he looks at her is not a just good friends look he wanted to say hi and catch up with her but his younger brother and sister stopped him you could tell he definitely missed her her was so excited to see her at the races on her own so he could finally catch up with her
