Hybrid depends if it is full hybrid or as in this BMW is plug-in hybrid.
Full hybrid charge itself, just refuel. Be it city or highway the fuel consumption is very saving.
Plug-in batteries are flat after 50-60km, then it run fully on ICE and fuel. That is why if daily drive to work in city is totally electric.

Btw, the hybrid category includes HEV/SCH and PHEV. Clearly you have no idea how a self-charging hybrid is working, on what idea they appeared etc. because what you say is true only about PHEV.
