Reset does not remove the activation lock. The watch is locked to the particular phone until it is unpaired.

I spent hours searching for a way to reset my Apple Watch 3 and none of the videos I watched (including this video) worked. My watch was uncharged and not in use for several months when I got a new iPhone. When I charged and tried to pair my watch to my new phone it was already paired to the phone I traded in. It was also not signed into my iCloud. The easy way to reset/erase my watch was to open my iCloud, find my Apple Watch and erase it. Once that process was complete, the option to remove it from my account was available. The entire process took less than five minutes and my watch is ready to pair as new watch.

So if someone has a bunch of contacts on their watch and the iphone dies, they have to copy them one by one manually entering them into the phone before resetting the watch. Why does Apple pretend they're still in 2004.

absolute bullshit! You cannot make the watch able to pair to new iPhone just by resetting it! Learn the subject before making videos!
