I disabled internet and launched Ubisoft Connect. It came right up (in offline mode). Then, I re-enabled internet and told Ubisoft Connect to try again. It connected. Ubisoft Connect was no longer stuck on the “initializing” screen. Toggling internet off then on was the solution... or at least the final solution. I tried so many other things first.

In the edit you typed "ipconig /flushdns", but the correct typing is "inconfig /flushdns"
