What about testing from the power input side to the out put side for leakage. To the out side of the plug the metallic side that is the neutral. Such as applying voltage on the test unit to each of the phase and neutral. At the same time and testing for leakage. On the plug side.

My PatTester Seaward PrimeTest 100 do not carry testing when I do a Class I Test. I have to do a Cord Test . Why? And if you fill paper work you right down this like a class I ( I am asking about cord wchich one you was testing on video) or you right down like a cord. Thanks

What are some other examples of low power appliances that you would only do a visual inspection for (such as the laptop itself)?

If we carry out vision inspection on the power adapter and laptop but cannot test it with our pat tester do we still charge this as a business. So instead of charging for the power lead only do we charge for adapter and laptop ?

No. When testing the lead you should wiggle the cable at both ends (incase there is a intermitant conection). Then you should do a Insulation test (a fundimental requirement) on the PSU! The laptop running at <=50V is not relivant!

Class 1 test on the lead? Should you not do a 'cord' test?
I am surprised you need to do a visual inspection of the laptop, it being low voltage.

Isn't the Power unit a Class 2 FE?

Laptop PSU's are funny old things. You have exposed metal on the DC end? I know the outer is often isolated from the earth. Could you not have done an insulation check? Agree with Chris but for the sake of a visual - is it as the manufacturer untended - it covers off the laptop. I don't charge to PAT so no skin off my nose. Could not justify charging if I was though.

The video doesn't explain it very well but as the laptop is still an electrical appliance you should check it to make sure it's not damaged in any way - after all if it were there when you were testing the lead and it had a crack in the case you wouldn't just walk away and say nothing you'd report it; that doesn't mean you need to label the laptop or charge for it. The laptop is battery powered, and the battery is charged by the power pack/lead combo.
