nothing is working, i cant even reset the pc because of my storage it says that its to full, and ive tried everything else but it takes me back to the same screen over and over. i dont know what to do..

I get this error only when i try to boot into safe mode, so cant even get to the troubleshooting screen

I got this error however it restarted itself just fine. Should I be concerned?it hasn't happened again. However, when I changed to windows 11, I was in my Bios fixing the tpm secure boot setting, and the third time I was trying to get into my Bios the motherboard loading screen when you first boot the computer has been glitched. I can still get into my BIOS but it takes a bit of work. Now everytime Ive turned on my computer the gigabyte logo screen is glitched, it looks like static. I don't know what caused this? Also I haven't been able to get to the blue windows troubleshoot screen.

It happened more than 3 to 4 times even restored and already reinstalled for 6 times
Which hardware should i change or buy all new
