Michigan State University shooter dead after killing 3, injuring 5 others

Police confirm that the Michigan State University shooter shot himself hours after shooting eight people on the East Lansing campus. He killed three people and injured five others before an hours-long manhunt that ended off campus.

Not putting anyone down, but I have a question: You say you had tons of people in authority on the spot helping right away, so why do you all swarm into the building together and not leave one individual with a loaded gun at covering each or as many sides (and their doors) of the building where the shooter is? It seems the guy was able to leave and go shoot at the union building... and then all the policemen swarm after him? Isn't that part of an active shooter plan or defence?
