That was only part of what Putin said. Putin went on to say that when countries pay in euros, the money gets frozen so the buyer ends up with free gas. Odd that they didn’t include that fact.

*The gas buyer has to convert their Euros to Rubles in their own accounts at Russian Banks and then it is paid to the gas supplier in Rubles.*
