Is there a Constitutional or criminal lawyer out there to explain why this would take years. There needs to be a suspect or persons of interest. Then a suspicion of wrong doing. And then whom with. Once the appropriate agencies think they have probable cause. They go too a judge and if the judge agrees, then a warrant is issued and the taps begin. Can't we just back track all of this.
