PostgreSQL || PgAdmin4 || Fatal Error || The server could not be contacted || Windows 10 OS|| Solved

After Installing the PostgreSql on Windows 10 OS and while running the pgadmin , I was facing this issue:
Fatal Error : The PgAdmin4 server could not be contacted.
For Solution : Please watch

Even If still you are getting the same error, after Implementing all the steps "you may try with deleting the pgAdmin folder , from appdata/roaming/pgAdmin".

Worked like a charm, thanks a lot!
Had tried to reinstall both postgres and pgadmin, change ports, add variables to windows path and delete C:\Users\%USERNAME%\AppData\Roaming\pgAdmin, all without success.
It should be noted that I still run on win7, so pgadmin 4.30 is the last version supported.
