How to setup a calendar and insert holidays in MS Project for beginners

Can you make a calendar where there is only 1 working day per month?

Example: our construction projects can only move forward with board approval. Our board meets the Second Thursday of every Month. I’d like to create a calendar to insert into “Board Meeting” Tasks with only that working day available. Is this possible? Any feedback is appreciated. Thanks!
