Possible 'Porch Pirate' messing with our property at 3:50AM caught on video

This morning we noticed a pair of old boots at my front door so I just checked my surveillance camera to see how they got there.
At approx. 3:52 AM a man walked into our yard and began using a flashlight to look into our van and at our handicapped daughter's powerchair carrier. (Possibly looking for something to scrap?)
He then proceeded to our front door area for a moment before walking away... I think he saw the glow of the infrared LED's on the front door camera and he got spooked.
I believe he left the old boots at that time.
He then walked over to the neighbor's yard and sat in some chairs the neighbor has out for trash pick up (I assume).
At that point the camera was no longer recording when he left the neighbor's home.
A few minutes later a young man and woman appears to have jumped the south fence from the park area and walked out of our caldesac.
I do not think it was related.
