After reading "The CIA as Organized Crime" (I forget the author), I have a whole new understanding of how ugly that department has been over the years. Operating with almost zero oversight results in atrocities.

The CIA was expanded to counter the Soviet cold-war. The FBI was expanded to counter the mafia. Neither the mafia nor the Soviets are the same level of threat. Both agencies need to be proportionately reduced.
