In the DLC we know Messmer had a younger sister with similar visions of flame. So yes, Melina is Messmer’s younger sister and the Gloam Eyed Queen. She’s the daughter of Marika. Both her and Messmer are likely kids of hers that she had with Radagon. She tried to kill Marika and in returnnMaliketh killed her body, leaving her just an amnesiac spirit. It’s also likely how Maliketh earned the title “death of the demigods.” By “killing” one of them.

It also explains why Ranni recognizes Torrent. He belonged to Ranni’s older sister Melina before she died.
