it's a custom of the Asian sub continent . India, Bangladesh and Pakistan. there are other things like the absolute requirement of giving gold by the groom and furniture by the bride. on top of this u have to give mahr 10x more than necessary. It's all down to maintaining honour etc, or "what will people say". The deviation of the sunnah is the amongst most dishonourable thing you can do.

In my country Bangladesh there is a system or culture whatever u say, if anyone wants to gift he have to write his name and thrn give the gift. but we never see our books how much u gave. we give gift with heart. if anyone doesnt wants to send gift he can just simply enter to the wedding and do whatever he wants to. we never force. I totally agree with him. And I don't like the cash giving system. People alway argue and backbite over it. But there's a certain level of wholesomeness when the money come back after 5 6 years. You are like "wow you remembered" cuz we don't have a book system, its more of a memory system here in Pakistan or at least in Punjab

In Sudan, the same thing happens but in a slightly different way.
They don't force you to pay, but, knowing the fact that they will go back to that book and check who is there and who is not, and the amount paid by everyone, will certainly make you pay a lot.
