After restart ssh then putty will connect.

On Windows with Raspian you have to create a file named ssh with no file type association; place this file in the boot folder, the first folder presented to you when you first open the system files after you burned the image to the sd card. With Windows and Raspian the option to enable ssh is for security issues. The start-up looks for this file; and, if it is present then the system enables ssh otherwise ssh is disabled right out of the download. There is no need for the file to contain any text; it just has to be present.

Hi, have you tried typing sudo systemctl enable ssh
This should cause ssh to run at start up. Not sure why it wouldn't by default after installing the ssh packages, but maybe at some point it was lost from startup. Hope this helps
